## Summary

Oxfordshire County Council and Reading Borough Council are jointly seeking to procure civil parking enforcement and PCN software services under an open competitive flexible procedure. The procurement process, currently in the active tender stage, involves multiple lots that are categorized within the parking enforcement services industry. The main geographical focus is the regions UKJ11 and UKJ14 within the United Kingdom. Interested suppliers can submit their tenders by 13th April 2026, with the contract award expected by 27th October 2026. Operational services are slated for commencement in November 2026, with an initial contract period of 5 years and the possibility of a 2-year extension. This procurement opportunity allows for electronic submissions and requires potential bidders to engage via the South East Business Portal.

This tender offers significant opportunities for businesses specializing in parking enforcement services, industry-specific software packages, and postal services. The joint procurement approach allows suppliers to bid across multiple lots, providing flexibility and potential for enhanced business growth. Companies that can deliver comprehensive civil enforcement services and sophisticated software solutions for managing PCN and permits would be well-suited to compete. The provision for structured demonstrations and dialogue in later stages offers suppliers the chance to showcase innovations and tailor solutions to the councils' needs, making this an appealing venture for tech-driven and service-oriented organisations, including SMEs. Moreover, the emphasis on quality, price, and social value in the award criteria ensures that bids meeting these standards could lead to substantial growth pathways through government contracts.
