## Summary

Worcestershire County Council has completed the procurement process for the Short Breaks Services Framework, aiming to enhance the provision of short breaks for children with disabilities. This open framework involves various lots, including Overnight Fostering Short Breaks, Overnight Residential Short Breaks, Domiciliary Care, and Support Workers. The procurement, conducted through an open procedure under the light-touch regime, adheres to social work and health service classifications. The initial framework, divided into multiple lots, has key contract start dates on 1st November 2026 for the Overnight Fostering and Residential Short Breaks and 1st March 2027 for Domiciliary Care and Support Workers. The framework will reopen annually, ensuring flexibility and accessibility for suitable suppliers, with the service categories focusing primarily on health and social work, allocated in the UKG12 region.

This procurement framework is poised to generate significant business opportunities for enterprises specialising in health and social work services. With no limit on the number of suppliers who can join, businesses ranging from seasoned providers to SMEs and VCSEs are well-positioned to participate. The framework supports an open competition, enhancing a diverse supplier base and fostering innovative service solutions to improve outcomes for children with disabilities. Additionally, the extended contract period, spanning from 2026 to 2034, offers businesses the stability and incentive to develop specialised, sustainable services that address the needs of children and young people within the Worcestershire region. Interested businesses can prepare to engage in yearly reopenings of the framework, facilitating continuous growth and opportunity in this sector.
