## Notice

The Authority has an enduring requirement to appoint suitably qualified and experienced auctioneers to support its Debt Management operations through the seizure, appraisal, storage and sale of customer assets as part of its statutory debt recovery activities. This procurement will be structured as a single HMRC led Open Procedure resulting in the award of separate contracts, one per Lot. It is not intended to establish a framework agreement. The scope of the services include Appraisal of assets prior to seizure; Contacting customers to facilitate debt recovery; Removal, transportation and secure storage and assets; Auction planning, marketing and sale of goods including online and physical auctions; Provision of specialist auction services where required; Remittance of sale proceeds; and Provision of management information and reporting. The services will be delivered across geographically defined regions. The contract will be let across multiple regional Lots, with Suppliers able to bid for one or more Lots. A maximum of two Lots may be awarded per Supplier. The Services are demand led and will be instructed on a Case by Case basis. The Authority does not guarantee any minimum volume or value of work. The Authority anticipates the following regional structure and indicative annual values, which are provided for information purposes only; Lot 1 North England approx. PS150,00 per annum Lot 2 Midlands approx. PS230,000 per annum Lot 3 Northern Ireland approx. PS62,500 per annum Lot 4 South England and Wales approx. PS230,000 per annum Lot 5 London approx. PS202,500 per annum These figures are indicative and represent the Authority's current expectations only. The requirement is structured to enable Suppliers to tender for any of the advertised lots. To maximise opportunities for participation and support a diverse and resilient supplier base, the Authority intends that no supplier will be awarded more than two Lots.

### Lot Information

Northern England

This Lot covers North of England region and is characterised by a geographically expansive service area with dispersed case locations spanning both urban and rural environments. This Lot may require increased transport coordination and may involve extended travel distances relative to other Lots, requiring a scalable logistics and resource model.

Midlands

This Lot is characterised by a diverse asset profile, including commercial equipment, vehicles and mixed goods arising from both residential and business cases. The Supplier must demonstrate the ability to appraise, handle, transport and dispose of a wide range of asset types in a consistent and efficient manner. This Lot requires a balanced operational model capable of managing varied asset types and Case complexity within a centrally located region.

Northern Ireland

This Lot is subject to distinct regional delivery considerations, including compliance with applicable jurisdictional and operational requirements. The Supplier must demonstrate capability to operate within specific legislative and regulatory framework applicable to Northern Ireland and manage all aspects of service delivery within the region. This Lot requires the Supplier to maintain appropriate local capability and ensure compliance with region specific operational and legal requirements.

South England and Wales

This Lot covers a large and geographically varied area including metropolitan, coastal and rural locations. It includes a high prevalence of specialist and higher value assets, requiring access to appropriate specialist auction routes and targeted market engagement. This Lot may require enhanced capability in specialist auctions and handling higher value goods, alongside flexibility to deliver services across extended geographical areas.

London

This Lot is characterised by a high density of Cases within a metropolitan environment, requiring a high throughput service model and the ability to deliver rapid response times. The Supplier must operate effectively within urban constraints, including access limitations, traffic considerations and secure handling of assets. This Lot requires a responsive operating model capable of managing high Case volumes, supporting short turnaround times and maximising operational efficiency in a dense urban setting.

His Majesty's Revenue and Customs (HMRC) is the UK's tax, payments and customs authority and collects the money that pays for the UK's public services and gives financial support to people.
HMRC is looking to undertake early market engagement to better understand the capabilities, innovations, and commercial models available when procuring auctioneer services.
This Prior Information Notice (PIN) is issued for notification purposes and does not constitute a formal tender or pre-qualification process, nor does it represent a commitment to procure any goods or services.
Parties should note participation in pre-market engagement will not influence or provide advantage in any future procurement, and that the scope, services, values, and timelines referenced are indicative only and subject to change.
Note the procurement may not go ahead in this and/or any format, and any procurement is subject to relevant internal approvals.

PIN objectives
The purpose of this PIN is to:
a) advise the auctioneer industry that HMRC intend to undertake a tendering exercise to award new contract(s) for the provision of auctioneer services;
b) Provide further information on envisaged requirements and the prospective procurement; and
c) invite potential providers to register (if not already registered) through HMRC's eSourcing system - using the instructions provided below.
Proposed lotting structure
It is envisaged service requirements will be delivered across several lots, provisional lots proposed are: 
• Lot 1 - North England
• Lot 2 - Midlands
• Lot 3 - Northern Ireland
• Lot 4 - South England / Wales
• Lot 5 - London
Bidders are able to apply for any or all of the above lots, however the contracting authority has made a strategic decision that a single supplier shall not be awarded more than two (2) lots.
HMRC intends to apply the Price Quality Point (PQP) evaluation methodology when assessing tenders for this opportunity. To ensure fair and transparent participation, HMRC will provide guidance and support to potential tenderers who are unfamiliar with the PQP approach.
It is currently envisaged that procurement for auctioneer contracting will launch as per the following provisional timescales:

Ongoing market engagement 
Auctioneers play an important role in HMRC's debt management strategy. We recognise that many auctioneers are small businesses and appreciate that government processes can sometimes appear complex. Our aim is to keep our engagement simple and collaborative.
As part of this engagement, HMRC intends to hold one-to-one sessions with interested parties over the coming weeks, with timings for sessions provided in due course.
We welcome responses from suppliers of all sizes and capabilities, including small and medium-sized enterprises (SMEs). Some of the areas we are seeking further insights on are:
• Commercial models, including, but not limited to, lotting structures
• Pricing/fee structures
• Approaches to sustainability, compliance, and innovation
• Contract term
• Service delivery models
• Social value and the Government's Social Value Missions
These discussions will inform our internal planning and the development of our tender approach.

Should HMRC proceed to a formal procurement, a Planned Procurement Notice will be published on Find a Tender hosted on GOV.UK. Suppliers who do not respond to this PIN will not be excluded from participating in any future tender.

Further Details on Registering to use HMRC's eSourcing system
Suppliers who wish to participate in public procurements are required to register on the Government's Central Digital Platform (CDP). 
Suppliers can submit their core supplier information and, where a procurement opportunity arises, share this information with HMRC via the CDP. 
It is free to use and will mean you should no longer have to re-enter your core supplier information for each public procurement, but simply ensure it is up to date and subsequently share as needed.

This procurement will be conducted by way of an e-Sourcing event using HMRC's SAP Ariba e-Sourcing portal. 
You must ensure you are registered with the e-Sourcing portal to gain access to the procurement documentation when it is released, which will contain full details of the requirement.

sapariba.hmrcsupport@hmrc.gov.uk (after first checking your spam in-box) notifying them of non-receipt and confirming the date when your registration request was first made.
Once you have obtained 'your organisation's account ID' number, please email charlotte.speakes@hmrc.gov.uk with the following information:

- Your telephone number
Once you have complied with the above, you will receive an email confirming access to the procurement event once it is built.
