## Summary

The Government Property Agency (GPA), a sub-central government authority located in Birmingham, UK, is actively engaged in planning the procurement process for its Future FM/ Workplace Services. This initiative, dubbed Project Gabriel, involves the redevelopment of the current Workplace Services Transformation Programme (WSTP) contracts, which expire in late 2028. The procurement is focused on the services industry, particularly repair, maintenance, building, and facilities management, spanning multiple regions across the UK. A significant step in this process includes the alignment with the Government's Sourcing Playbook to conduct a Delivery Model Assessment (DMA) scheduled for completion by 30 June 2028. As of March 2026, GPA plans to utilise the CCS Facilities Management and Security Services framework (RM6378) scheduled to go live in June 2026, further enhancing their strategic capabilities.

This tender represents a considerable opportunity for businesses operating in the fields of facilities management and security services, offering a substantial contract value of approximately £500 million. The re-procurement process intends to mobilise contracts by Q4 2028, with substantial involvement from small to medium enterprises to potentially benefit from GPA's strategic shift towards disaggregated regionally managed services. Participating in the upcoming DMA feedback opportunities, including market questionnaires and one-to-one supplier sessions, provides an avenue for businesses to influence the future procurement strategy and tailor their solutions. Enterprises experienced in delivering services under outsourced or hybrid models will find this tender particularly attractive.

### Planning Information

The Government Property Agency (GPA) is currently defining its future sourcing strategy. In alignment with the Government's Sourcing Playbook, we are conducting a Delivery Model Assessment (DMA) to determine the most effective way to deliver our services moving forward. GPA are considering procuring off the new CCS Facilities Management and Security Services framework RM6378 which is scheduled to go live in June 2026.
What is a DMA?
The DMA is an evidence-based analytical process used to decide whether services should be delivered in-house, outsourced to the market, or managed via a hybrid solution. This assessment will evaluate options ranging from in-house delivery to outsourced models (e.g., Total Facilities Management, bundled services, or disaggregated regional delivery) and hybrid solutions.
