## Summary

East Ayrshire Council has successfully completed the procurement process for the design and installation of new Materials Recovery Facility (MRF) equipment, aimed at maximising recycling efficiency and meeting legislative changes. This procurement, under the "Design & Installation of New MRF Equipment" scheme outlines two primary lots: installation of new conveyor sorting equipment and a new paper/cardboard auto feed baler, both situated within Western Road, Kilmarnock, East Ayrshire. The tender process commenced with expressions of interest due by 9 January 2026, followed by tender submissions by 12 January 2026. The procurement utilised an open procedure, inviting suppliers through electronic submissions, ultimately leading to contract awards signed on 25 March 2026. Key suppliers CWS Engineering and Blue Machinery (Scotland) Ltd have been selected for Lot 1 and Lot 2 respectively, signifying the final award stage.

This tender offers significant business growth opportunities within the recycling equipment industry, notably for small and medium-sized enterprises (SMEs) specialising in engineering and machinery supply. Businesses focusing on high-quality conveyor, sorting, and compacting equipment can leverage this procurement to establish or enhance market presence in regional municipal projects. The competition was structured to ensure equal emphasis on quality and price, providing a balanced opportunity for businesses with strong technical capabilities and competitive pricing strategies. As the procurement involves significant annual throughput of materials in recycling operations, firms with expertise in efficiency optimisation and legislative compliance stand to benefit, potentially fostering innovation and leadership in sustainable practices.
