## Summary

Transport for Greater Manchester is embarking on the Bus Depot Electrification Programme (Tranche 5+), currently at the tender stage, with an active procurement notice dated 27th January 2026. The procurement process involves a framework for electrifying bus depots including the design and construction at Wigan and Wythenshawe locations. This significant infrastructure project falls under the 'works' category; however, services are also part of the procurement. It employs a selective procurement method through a competitive flexible procedure. Key dates to note include the expression of interest deadline on 23rd February 2026 and the expected award period concluding on 1st September 2026, involving a total estimated contract value of £65,000,000. The programme objectives align with TFGM's aim to contribute to a carbon-neutral environment by 2038.

This tender presents substantial business growth opportunities, particularly for enterprises with expertise in electric infrastructure development, bus depot construction, and high voltage installation. SMEs and ventures with innovative solutions in sustainable transport and energy efficiency are well-positioned to leverage this contract. With a focus on maximizing efficiency and delivering social value within Greater Manchester, businesses equipped with capabilities in detailed design and efficient, non-disruptive construction practices should consider competing for this contract. The procurement's emphasis on quality and cost, comprising 70% quality and 30% cost in the award criteria, further underscores the importance of delivering superior, cost-effective solutions.

## Notice

TfGM is looking to establish a framework with a single contracting partner for the delivery of the next and final tranches of the Bus Depot Electrification Programme. The delivery will included both design and final construction delivery for each depot as well as any enhancement work required for existing depots already fully electrified. Currently the designs are at RIBA stage 2 and the appointed contracting partner will progress these further to detailed design (RIBA stage 4) through to future construction, delivery and handover. The initial programme requirements cover the design and construction at the Wigan and Wythenshawe Bus Depots. The intention is that subject to the successful delivery of both Wigan and Wythenshawe, TfGM will award further call off contracts for additional depots along with any further electrification enhancement work at depots already electrified. The overriding objective of the new delivery model is to enable TfGM to sustainably and safely develop a range of electrical infrastructure interventions in the least disruptive manner to the ongoing operation; whilst maximising efficiency and effectiveness through innovation in relation to time, cost and quality as well as delivering tangible social value benefits withing Greater Manchester and supporting TfGM in its ambition to be a carbon neutral organisation by 2038.
