## Summary

The Scottish Government has issued a tender seeking to establish a managed service contract for Electronic Monitoring services to support Scotland's criminal and youth justice systems. This procurement, initiated under the open procedure, is currently in the tender stage and focuses on services related to the detention or rehabilitation of offenders. The contract entails the provision, installation, maintenance, and removal of electronic monitoring equipment, as well as the monitoring of individuals within the justice system through various technologies such as radio frequency, GPS, and substance monitoring. The contract, valued at GBP 75,000,000, is scheduled to commence on 15 September 2026 and run until 31 March 2032, with potential renewals until March 2034. Businesses interested in this opportunity should note the tender deadline is 1 July 2026, with the contract's primary delivery location being Scotland (region UKM).

This tender presents significant opportunities for businesses specialising in technology solutions, particularly those with capabilities in electronic monitoring, data analysis, and justice sector operations. Companies with strong experience in supply chain management and a track record of engagement with the criminal justice system will be well-suited to compete for this contract. The procurement emphasises community benefits, sustainability, and fair work practices, which could be advantageous for businesses that integrate these elements into their service offerings. Moreover, engagement with third sector organisations and the provision of targeted employment support are encouraged, broadening potential collaboration and subcontracting opportunities. This contract represents a substantial opportunity for growth and partnership within Scotland's public sector landscape.

### Lot Information

Lot 1

The Scottish Ministers are seeking to establish a managed service contract for the provision of Electronic Monitoring (EM) services in Scotland to support the criminal justice and youth justice systems. Electronic Monitoring (also known as "tagging") enables justice authorities to monitor compliance with court orders and licence conditions by confirming whether an individual remains at a specified location during designated periods and/or avoids restricted locations. Individuals subject to EM are fitted with a tamper-resistant electronic device (typically worn on the ankle or, where appropriate, the wrist), which transmits data indicating compliance, including any unauthorised absences, presence in restricted areas, or attempts to interfere with the device. The appointed service provider will be responsible for the delivery of an end-to-end EM service, including the installation, maintenance, monitoring, and removal of all necessary equipment. The service may utilise a combination of technologies, including radio frequency (RF), global positioning system (GPS), and alcohol and/or substance monitoring technologies. The service provider will be required to deliver all material aspects of the EM service across Scotland. This includes, but is not limited to: -Provision (through manufacture or procurement) of monitoring technology, including both hardware and software; -Installation, deinstallation, and maintenance of monitoring equipment; -24/7 monitoring of individuals subject to EM orders, supported by appropriate monitoring infrastructure and operational support functions; - Recruitment, vetting, and training of suitably qualified personnel; - Engagement with criminal justice stakeholders, including the Crown Office and Procurator Fiscal Service (COPFS), Police Scotland, Scottish Courts and Tribunals Service (SCTS), Scottish Prison Service (SPS), Justice Social Work (JSW), and others; - Accurate record keeping, data analysis, and reporting to the Purchaser. Additional information: The award criteria include an initial question assessing compliance with the technical requirements of the specification. This will be evaluated on a pass/fail basis. Schedule 1 will be provided in a redacted form due to the sensitive nature of certain information it contains. An unredacted version of the Specification may be made available to Tenderers upon request via PCS-T messaging facility.

Renewal: The Purchaser may, by giving notice to the Service Provider, extend the period of the Contract to a date falling no later than 31 March 2034. Subject to that constraint, the Purchaser may extend the period of the Contract on more than one occasion.
