## Summary

The University of Ulster has concluded its tender process for an Integrated Project Management Information System (PMIS), which commenced planning in December 2025 and proceeded through the tender and award stages. The procurement was conducted using an open procedure, aimed at acquiring IT services that include consulting, software development, implementation, and support, with a focus on replacing Microsoft's Project Online system. The procurement process culminated with the award issued on 2nd April 2026, valuing the contract at £124,800, awarded to Parm AG, a Swiss SME. This project falls under the IT services category, with the contract to be executed in the United Kingdom starting from 1st May 2026 and potentially extendable up to 2030.

This contract presents significant opportunities for businesses involved in IT services, particularly those offering innovative project management solutions. The University’s objective for strategic, executive, and operational reporting levels, as well as integration capabilities with financial systems, signals a lucrative opportunity for firms specialising in scalable and secure software development and consultancy. Companies with strengths in software implementation and supply, particularly those adept at migration of existing data systems, are well-positioned to bid for similar future opportunities within the academic sector. Additionally, the open procurement process allows diverse participants to compete, promoting growth for SMEs with a promising technological portfolio.

## Notice

Ulster University has been using Microsoft's Project Online (POL) system since 2019. Following Microsoft's recent announcement to decommission Project Online in September 2026 with some system functionality ceasing from April 2026, the University is looking for alternative solutions from potential service providers in the marketplace to deliver the following aims: - Establish a "single source of truth" for all project data. - Standardise templates, reports, and processes. - Future Capability to integrate with our financial systems. The new system should be the source of truth for project-level financials. Page 2 to 6 - Be scalable, secure, and future proof. - Support strategic, executive, and operational reporting levels. - Usability of the system is considered key. - Migrate the current POL data and system to the future system. We are seeking options available to the University currently available in the market to include: - Strategic alignment, prioritisation and what-if analysis; - Portfolio, programme and project management; - Project planning, management, and execution; - Task management; - Financial management; - Reporting and analytics; - Benefits management; - Risk and issue management; - Change request management; - Dependency management; - POL Migration process; and - Intuitive User Experience and Interface.
