## Summary

The Royal Borough of Kingston upon Thames is in the planning stage of a tender process to engage architectural services for the development of a New EV Depot. The preliminary market engagement is underway, focusing on gathering insights from potential suppliers to inform future procurement strategies. The council is seeking designer services to facilitate the relocation of two key partners to a new shared site, currently a leased car park, with the lease ending on 16 March 2026. The deadline for response to the engagement questionnaire is 10 December 2025. The procurement falls under the services category, involving architectural, construction, engineering, and inspection services, with an estimated contract value of £550,000 to £660,000 and is planned to run from 1 April 2026 to 31 December 2028, with potential renewal options.

This tender offers significant business growth opportunities, especially for SMEs specialising in architectural and engineering services. By contributing insights during the market engagement phase, businesses can help shape the procurement process and demonstrate their capabilities in delivering innovative, sustainable solutions. Companies experienced in handling projects with shared access arrangements and site feasibility studies are particularly well-suited to compete for this contract. It opens avenues for businesses to work closely with the Royal Borough of Kingston upon Thames, building a relationship that may extend beyond the initial contract through renewal options.

## Notice

The Royal Borough of Kingston Upon Thames (RBK) needs to relocate two key partners from their current locations into a new shared site. The proposed site has been identified by RBK Property. The site is currently a car park which is leased to a commercial tenant. The lease end date with this commercial tenant is 16 March 2026. The overall objective is to accommodate both key partners on the site and this will require shared access arrangements. Both users have provided a list of requirements/needs and an architect has been appointed to prepare basic capacity drawings to assist with the formation of the RIBA stage 0 strategic brief. RBK is currently looking to conduct a detailed feasibility up to RIBA stage 2.
