## Summary

The Bank of England has awarded a contract for the provision of technology services related to the migration of data between Document Management Systems. This contract was awarded through a direct award procurement method to Accenture (UK) Ltd, reflecting the complexity and specific technical expertise required. The procurement process, classified under IT services consulting and software development, culminated with the award notice dated 4th December 2025, and the contract period is set from 15th January 2026 to 30th June 2027. Located in London, this project highlights the buyer's central government authority role and demonstrates the importance of IT services in public sector technical transitions.

This tender offers significant opportunities for businesses specialising in IT consulting, software development, and technical support, who are interested in working on high-value government contracts. Companies with expertise in complex technical migrations and strong backgrounds in system dependencies would find this project particularly viable for growth. The direct award method indicates that businesses with existing relationships and specialised knowledge could leverage these attributes to secure similar future contracts. Large-scale IT service providers such as Accenture exemplify the type of firms well-suited to these opportunities, suggesting potential areas for business expansion and innovation within the government contracting space.

## Notice

### Procurement Information

The direct award justification in paragraph 7 of Schedule 5 to the Procurement Act 2023 (PA) applies. Unexpected complexities have arisen during the technical migration process undertaken to date. Consequently, an extension of existing services from Accenture is required due to the technical dependencies that exist between existing services and systems and the supplier's unique technical expertise. A different supplier would not be able to provide the same services without extensive, complex and time-consuming technical redesign and modification and accruing extensive technical experience, which would create disproportionate technical difficulties in maintaining delivery of the services and the project at the pace required.
