## Summary

Burnley Borough Council has successfully concluded an open procurement process titled "Dog Kennelling Services, Burnley," focused on providing services for stray dogs within the borough. The process entailed competitive bidding, where the council sought contractors with the capability and experience to work with local government entities. The procurement spanned multiple lots with Core Lot 1 providing kennelling services during specific hours, and Provisional Lots 2 and 3 covering roaming dog capture and stray secured dog collection services. This contract, under the public authority sub-central government classification, was awarded to Aspen Valley Boarding Kennels & Cattery, and it will run from 28th January 2026 to 31st March 2028. The procurement method was a below-threshold open competition, and the final award amount was £85,000 within a gross value of £102,000. The completed tender process proceeded through Burnley's regional location in the UK under the services category, with the official contract signed on 26th January 2026.

This tender presents significant opportunities for business growth, particularly for small and medium-sized enterprises (SMEs) with expertise in dog care and local government services. It’s an attractive proposition for businesses that can handle multiple lots and offer extended service hours to gain additional quality marks. The nature of the lots, from kennelling to the collection and capture of dogs, allows versatile service providers to leverage their capabilities across animal welfare, transportation, and logistics. Service providers keen to expand their portfolio within the public sector, or those already possessing infrastructure for animal care, would be well-suited to compete for similar future opportunities from local authorities.
