Due to the inconsistencies in pricing submissions, Adra could not be confident that the evaluation could be undertaken in a manner that ensured equal treatment for all bidders. It also raised the concern that the prices received might not be a fair reflection of the services delivered, might not be sustainable for both parties and might increase the likelihood of significant contract variations. Therefore, in accordance with clause 5.1 of Annex 1 of the Invitation to Tender, Adra made the decision not to award the Clearance Lots at this time.

### Planning Information

Adra (Tai) Cyfyngedig are looking to establish a Void Property Cleaning and Clearance framework to support our repairs and maintenance team. To establish the best procurement strategy and framework structure we are carrying out pre-market engagement to gain insight and feedback from service providers working within our geographical areas. 
As part of our early procurement planning process, Adra  undertook a series of activities to engage with the market from late 2024 to early 2025. Following on from these sessions, Adra have decided to establish a framework agreement with separate lots for the Property Cleaning service and for the Property Clearance service. 
Due to the nature of the services, the framework will operate on an ad-hoc, as-and-when-required basis. 
The structure of the framework we are looking at is;

As part of this PME we are keen to hear from providers that would be able to undertake the services within any of the named lots.
