## Summary

The Scottish Police Authority (SPA) is currently conducting a tender process for Specialist Building Surveys, aiming to engage professional surveying services to facilitate a 3D estates survey programme across Scotland. The tender, classified under the CPV code for Building Services, invites bids for services that will be implemented on an ad-hoc basis over the next five years, with the potential for contract extension. Located in Glasgow, the SPA has adopted an open procedure and the tender process follows the GPA policies. Key procurement deadlines include the tender period ending on 9th January 2026, with a submission method of electronic submission via PCS-Tender. Attention should be given to compliance with requirements like the Real Living Wage, statutory equality obligations, and a commitment to community benefits.

This tender presents substantial business growth potential for companies specializing in survey techniques employing laser scanning and visual documentation platforms. With a focus on enhancing infrastructure through detailed 3D visual records, the contract offers opportunities for service providers experienced in cloud-based storage and data management. Companies with innovative capabilities in drone technology, 3D walkthroughs, and project documentation will be well-suited to compete. The SPA emphasizes quality and price in their award criteria, offering a contract valued at £1.5 million GBP with options for renewal, thereby ensuring strong engagement and sustainability for successful bidders. Additionally, firms able to deliver community benefits, such as local employment and skills development, will align closely with the goals of the SPA and increase their competitiveness in the procurement process.
