## Summary

The Scottish Government's Marine Directorate initiated a procurement process under exceptional circumstances to address an unforeseen defect in the tailshaft seal housing of the MPV Jura. This emergency repair required swift action due to the impending risk of oil leakage and compliance issues. The procurement was conducted through a limited method without prior publication to accommodate the extreme urgency of the situation. The service, categorised under vessel repair services, took place at the UK Docks yard in Middlesbrough, with the contract being finalised on 7th December 2025. The procurement stage has been completed, resulting in an award to UK Docks Marine Services Limited, a supplier based in Middlesbrough.

This tender represents a significant opportunity for businesses specialising in marine repair services, particularly those with the capability to respond rapidly to urgent maritime repairs. Given the focus on repair and maintenance, companies with expertise in marine engineering or those offering specialised equipment for such services are well-suited to compete in similar procurement processes. Additionally, for SMEs, particularly those in the UK with a keen focus on the maritime industry, this project serves as a gateway to securing government contracts and expanding their portfolio in high-stakes, urgent service delivery situations.

### Lot Information

Lot 1

The Scottish Ministers, Marine Directorate has a requirement for an emergency dry docking to allow rudder removal and shaft withdrawl for renewal of stern seal housing.

### Procurement Information

During the vessel's scheduled docking period, Marine Directorate became aware of a significant and unforeseeable defect in the replacement tail-shaft seal housing supplied by manufacturer. Although the component had been ordered and supplied in good faith, it was only once the original housing was removed and inspected on 29 October 2025 that it became clear the supplied unit was the wrong configuration. A replacement part was ordered from Japan but due to pressure of having to leave the dry dock, a temporary fix was arranged. The temporary fix was unsuccessful and is causing oil leakage. This requires the vessel to be dry docked again to avoid potential oil leakage, breaching environmental regulations, risk of damage to the tail-shaft bearings and stern-tube system and loss of class compliance if the issue is not addressed promptly.
