## Summary

The Tees Valley Combined Authority has announced a tender for the establishment of a Group Wide Legal Services Framework, under the title "TVCA-PROC-0584". This Open Procedure is aimed at providing comprehensive legal services across multiple specialties, divided into four Lots: Corporate, Contracts and Commercial Law; Property, Planning and Construction; Utilities; and Regulatory, Employment and Litigation. The procurement is currently at the tender stage with an open framework agreement expected to last four years, with specific frameworks within this duration varying in length. The total estimated value of these services is projected to be between seven and ten million GBP, with the tender period closing on 16th January 2026, and awards expected by 6th February 2026. This opportunity is positioned in Darlington, UK, servicing the broader Tees Valley region under the services industry category, with a specific focus on legal services.

This tender offers significant opportunities for law firms specialising in the major legal disciplines outlined within the Lots, particularly those with a track record in public procurement and public sector collaborations. Small and medium-sized enterprises (SMEs) with expertise in legal matters, especially within environmental law, employment law, property law, and regulatory frameworks, are well-suited to compete for participation in this framework. The opportunity to be part of a strategic legal service provision for a coordinated regional authority like the Tees Valley Combined Authority can contribute to reputation building and financial growth. Moreover, as the open framework can potentially interface with other frameworks, it provides flexible options for contractual engagements, creating potential for long-term service provision and business expansion within the legal sector.
