## Summary

The London Borough of Newham is actively seeking to establish a Pseudo-Dynamic Purchasing System (PDPS) for the provision of children's externally commissioned care, accommodation, and support services. Specifically, this initiative encompasses regulated services like Children's Homes and Independent Fostering Agencies (IFA) overseen by Ofsted, targeted towards looked-after children, care leavers, and vulnerable young people. The procurement falls under the health and social work services category, with the tender process initiated on 8th December 2025 and fashioning opportunities through an open procedure. The procurement stage currently involves tender updates, with crucial dates amended to 24th March 2026 for related submissions, reflecting an adaptive schedule. Located in London, UKI41, this opportunity aligns with transparency and equal treatment principles per Public Contracts Regulations 2015, Section 7 Social and Other Specific Services. Interested suppliers must submit bids electronically via the Fusion procurement portal, which handles submissions in English.

This tender offers a valuable opportunity for businesses with expertise in health and social work services aimed at supporting vulnerable youth populations. Firms specialising in children's care, semi-independent living, supported lodgings, and fostering services will find profitable prospects in this PDPS. Local businesses or consortiums with relevant experience can join at any stage, as the process accommodates submissions throughout its lifecycle, adapting through multiple rounds. As the PDPS accommodates evolving service needs, it rewards those able to consistently meet regulatory standards and effectively address the social service requirements of the London Borough of Newham. The Council’s comprehensive approach facilitates long-term business growth for suppliers who can deliver robust, compliant services, ensuring continual engagement due to its dynamic, flexible bid acceptance model.
