## Summary

The Liverpool City Region Combined Authority is set to initiate a procurement process to establish a new framework for multi-modal traffic sensors, aimed at expanding the existing sensor network across the Liverpool City Region. The process is currently in the planning stage, with supplier engagement underway. The procurement is categorised under the software package and information systems industry, and it seeks to cover the Liverpool City Region, identified by the region code UKD7. Interested suppliers are required to complete a questionnaire by 14 January 2026. The anticipated start of the contract period is 1 July 2026, concluding on 1 July 2030. This procurement falls under the goods category with an estimated value of £5,000,000, and it is planned under the framework agreement method, ensuring a structured and transparent selection process.

This tender represents a significant opportunity for businesses specialising in traffic sensor technologies and data platforms. SMEs and voluntary, community and social enterprises (VCSEs) are encouraged to participate, ensuring inclusivity in the tendering process. The requirement for AI-powered traffic counters and data hosting opens doors for innovative tech companies that can deliver state-of-the-art solutions in data acquisition and management. Businesses focusing on software development, sensor technology, maintenance services, and data processing would find this procurement particularly suited to their expertise. Successful engagement in this tender could result in a strategic partnership with the Liverpool City Region Combined Authority, offering long-term growth potential and the chance to play a key role in enhancing the transport infrastructure of the region.

## Notice

The Combined Authority already has in place a single supplier framework for the provision, installation and maintenance of multi modal traffic sensors across the Liverpool City Region which will come to an end in June 2026 and there is therefore a need to re-tender a suitable framework to continue to expand the sensor network across the LCR. Being able to evidence the return on investment for transport funding is a key requirement and it is now recognised that the data obtained from the sensors is now part a core dataset for multiple purposes across the LCR. The LCRCA is conducting market engagement in order to better understand what is currently available on the market in relation to providing a service for the purchase, installation, maintenance (and repair/replacement of the same if required) and data licensing and hosting requirements of AI multi modal traffic counters/sensors and a data platform to access the data from the counters/sensors. This will allow the LCRCA to improve its data which will enable us to justify, monitor and evaluate improvements we make to the transport network.
