## Summary

NHS England, a central government authority located in London, has completed a direct award contract titled "EMIS OpenSAFELY Redevelopment," aimed at developing software to process GP data for the OpenSAFELY service. The contract, worth £2,272,000 including VAT, is awarded to Egton Medical Information Services Limited, a major supplier. This procurement process is classified under IT services and covers the entire United Kingdom. The contract period is set from 17th January 2026 to 17th January 2027, with work commencing upon contract signing on 17th January 2026. This process was conducted under the 'absence of competition for technical reasons' as per Section 41 of the Procurement Act 2023.

This tender offers substantial growth opportunities for businesses specialising in IT services, particularly those with expertise in software development and data management within the healthcare sector. Large-scale operations such as Egton Medical Information Services Limited are ideal candidates, given their established capabilities in managing healthcare data environments and meeting unique technical specifications necessitated by NHS England. Organisations interested in future similar contracts could benefit by aligning their services with technical requirements set by public health data systems in the UK.

Contract with Optum for software development to enable processing of GP data for the OpenSAFELY service

### Procurement Information

OpenSAFELY was established during the COVID pandemic to provide access to researchers to general practice data in a way that maintains the privacy of patient data. In June 2023 the Department for Health and Social Care (DHSC) requested that NHS England operate the service. It is a requirement of OpenSAFELY that there is a dedicated instance set up in the GP suppliers' data centres to query the practice data. To enable the OpenSAFELY to access the records of patients in these practices a dedicated instance is required in the Optum datacentre (being a major GP system supplier). This new contract award will be for the development of an OpenSAFELY environment to open access and interrogate pseudonymised GP data that is only stored by the Optum GP system. It is justified under Section 41 (1) (a) and paragraph 6 of Schedule 5 of the Procurement Act 2023 due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required.
