## Summary

Wirral Council invites businesses to partake in an open procurement procedure for the provision of semi-independent supported housing for homeless individuals aged 18 and above. This procurement is related to the industry category of health and social work services, specifically targeting the geographical location of Wallasey and Birkenhead in the United Kingdom, region UKD74. The tender process involves two lots: 14 units and 50 units designed for homeless people ready to transition into independent living after staying in hostels. The procurement, initiated as a tender process, was completed with awards announced on 29 April 2026. The contract period is slated to start from 1 June 2026 until 31 May 2028, with potential extension options until 2030. Final bid submissions took place with notable engagement from SMEs and VCSEs, promoting inclusivity and opportunity for diverse organisations.

This tender offers distinct opportunities for growth, especially for businesses specialising in residential services and social care. By catering to individuals transitioning toward independent living, businesses can contribute to meaningful social impact, aligning with quality and social value criteria. Those with expertise in delivering housing-related support and a commitment to social impact will find this opportunity well-tailored to their strengths, provided they can offer dispersed single-occupancy accommodations. Organisations with a focus on health, finance, employment, and education services would be particularly well-suited to compete for this tender, aligning with Wirral Council’s priorities to foster skills for independent living among the homeless population. Participants could benefit from stable, long-term contracts with renewal options, ensuring opportunities for sustained growth and service delivery improvements.

## Notice

The Council wishes to procure units of semi-independent supported housing for homeless people, aged 18+ For some homeless people, a hostel is not the optimal setting in which to develop independent living skills. A protracted stay in a hostel, particularly as independence develop and grows, can be counter-productive for some vulnerable people. Similarly, a hostel may not always be the appropriate environment for those residents that have fewer, or less complex presenting issues, or those that already have some degree of independent living skills, as the time spent by staff providing support can often be monopolised by those residents that present with chaotic behaviours. It is expected that the target Service User profile for this service will have fewer or less complex support needs than their peers in other homeless services. This is not to say that the target service user profile will not present with any support needs, but rather it is intended that this service will be aimed at those that may have already spent time in more intensive supported housing but who no longer require that level of support; or that they may have previously held a tenancy. The service will be expected to deliver housing-related support that is designed to maximise a person's ability to live independently and will cover aspects such as Physical/Mental Health, Finance & Budgeting, Employment, Training or Education etc. The Council is seeking bids that propose the use of dispersed single-occupancy accommodation, rather than group living. The opportunity is lotted as follows Lot 1 - 14 Units of Semi-Independent Supported Housing for Homeless People Lot 2 - 50 Units of Semi-Independent Supported Housing for Homeless People Tenderers may respond to one or both Lots
