## Summary

The Port of Tyne Authority is organising a procurement process for a "Conventional Pilot Vessel" aimed at enhancing the dependable pilotage service available to stakeholders at the Port of Tyne and River Tyne. This procurement falls within the utilities industry category under public undertaking. Located in South Shields, the authority has concluded the award phase with Holyhead Marine Services Ltd as the successful supplier. The procurement process, initiated through an open procedure, started with a tender issued in December 2025 and culminated in an active contract signed in February 2026. The contract period spans from February 2026 until May 2027, with a total value of approximately GBP 1,870,000 net.

This tender presents significant opportunities for businesses specialising in ship and boat manufacturing and related services, with particular appeal to SMEs due to the open procurement procedure. Additionally, adherence to the Workboat Code 3 standards ensures prospects for business growth in compliance-driven marine engineering solutions. Suppliers with expertise in conventional diesel engine technology for pilot vessels and those capable of fulfilling high-quality standards within the stipulated budgetary constraints would be well-suited to compete. The tender offers an advantageous market entry point to firms able to provide innovative and efficient solutions for modernising and expanding the authority's pilot vessel fleet.

## Notice

To ensure a dedicated 24/7, 365 pilotage service can be offered to both Port of Tyne and River Tyne stakeholders, the port currently operates two (all weather) dedicated Pilot vessels and one survey vessel for use in limited sea conditions. The current pilot vessels are 16 and 24-years' old and are of conventional diesel engines. Port of Tyne also has an all-electrical pilot vessel in design and build phase, which is due for delivery within 2026. The current duty cycle (single act of Pilot boarding / landing) is approximately ten-miles, three-miles within sheltered waters and seven-miles in open sea. New certification requirements under the Workboat Code 3 (Edition 3) standards, relating to Pilot Vessels will require the existing fleet to undergo significant modifications from 2026 to meet compliance with these standards and Port of Tyne are therefore looking to supplement the current fleet of pilot vessels with a new conventional diesel engine.
