## Summary

Central Bedfordshire Council has completed the procurement process for the CBC-1891-T-LS Dry Mixed Recycling Haulage and Treatment services. This contract involves the collection of dry mixed recycling from a specified delivery point, with haulage and treatment services included. The procurement method was a direct award, due to an urgent requirement outlined in the Procurement Act 2023, after unforeseen service suspension by a previous contractor. The contract was awarded on 11th December 2025, and is slated to commence on 15th December 2025, running initially until 31st March 2026, with a possible extension up to 30th June 2026. The contract, classified under refuse and waste related services, provides critical infrastructure for public authority waste management situated in Shefford, United Kingdom.

This tender presents significant opportunities for firms in the waste management industry, particularly those with expertise in non-hazardous refuse and waste treatment and disposal services. Given the direct award procedure, it favours suppliers like G.A.E Smith (Holdings) Ltd T/A Casepak, who already have a regional presence in Telford and can offer swift mobilization. Large-scale businesses in the logistics and environmental services sectors can benefit from capitalising on this and future potential extensions of the contract. Such opportunities allow businesses to expand their service offerings and increase their market footprint in government contracts for essential services. The tender serves as a stepping stone in reinforcing capabilities and reliability in service delivery amidst urgent needs.

### Procurement Information

Central Bedfordshire Council intends to award a short-term interim contract for the processing and haulage of dry mixed recyclable waste. Following the unexpected suspension of services by the incumbent contractor, the Council must urgently secure continuity of its statutory waste collection and disposal functions. These circumstances were unforeseeable and beyond the Council's control. A competitive procurement cannot be completed within the time available without creating an unacceptable risk to service continuity and public health. All compliant framework providers have been approached and either confirmed no capacity or quoted rates significantly above prevailing market levels. The Council therefore relies on the direct award justification under Schedule 5, paragraphs 13 and 14 of the Procurement Act 2023 (extreme and unavoidable urgency). The contract will be strictly time-limited and proportionate to the minimum scope required to maintain essential services while a compliant procurement is progressed.
