## Summary

The public procurement process for the "Cortex service and maintenance" contract, initiated by The Chief Constable of Thames Valley Police, involves the provision of service and maintenance for software applications such as Cortex, Call Touch, and Aspire. This contract falls under the industry category of Software package and information systems. The procurement process utilized a direct award method, streamlining the process for a necessary service. The contract encompasses the entire UK region, with an award date of 27 March 2026, and it includes a contract period starting on 10 April 2026 and concluding on 9 February 2029, with the possibility of renewal up to 2032.

This tender offers significant business growth opportunities, particularly for businesses involved in software support services. The nature of the procurement process through a direct award indicates that incumbents in similar areas could have a strategic advantage. Although the current supplier, SOFTWARE LTD., aligns as an SME, other organisations equipped with expertise in software maintenance and system support within emergency services frameworks could be well-positioned to compete for future extensions or similar projects. This competitive space creates avenues for both emerging companies and established firms, particularly those specializing in maintaining and supporting complex software systems across broad geographic scales.

### Procurement Information

The Emergency Services Mobile Communications Programme (ESMCP), led by the Home Office, is expected to take effect in 2029. In order to maintain continuity of secure and effective communications over Airwave during the transition period, TVP requires a three-year contractual arrangement with our incumbent supplier. This interim contract will ensure sufficient software capability and provide a managed pathway towards adoption of the ESMCP's designated supplier for future emergency services communications.
