## Summary

Cumberland Council has awarded a contract for the provision of Bikeability Training in the region of Cumbria, in partnership with Westmorland and Furness Council. The procurement process has completed the award stage, with Cyclewise Whinlatter Ltd identified as the supplier. The contract, valued at £1,068,580 excluding VAT for services and potentially extending to £10,685,800 with optional renewals, will commence on 1 April 2026 and could last until 31 March 2030, including up to three annual extensions. The initiative prioritises delivering cycle training to students across schools in Cumbria, funded by the Department for Transport and Active Travel England. The procurement followed an open procedure, with details updated as of 17 March 2026, observing an eight-day standstill period before the contract signature.

This tender presents significant growth opportunities for businesses involved in training services, specifically those specialising in cycle training and safety. Given its focus on training provision for educational contexts, organisations skilled in delivering Bikeability standards and possessing capabilities to engage actively with schools are well-positioned to compete. The contract suits businesses classified as SMEs and encourages social value, with quality criteria fundamental to the procurement process. The project offers an opportunity for service providers to expand impact and reach within the Cumbria region, contributing to the promotion of safer, more active travel among young people which aligns with broader sustainability goals.
