## Summary

The procurement process detailed in the recent contracts involves the Science Museum Group, a well-known public authority operating within the central government framework, located in the renowned Science Museum, London, SW7 2DD, United Kingdom. The tender, titled "ServiceNow licensing extension", pertains to the extension of an existing ServiceNow licensing agreement for an additional three years, falling within the software package and information systems category. This direct award is justified under the UK Procurement Act 2023 due to the technical constraints associated with switching suppliers, thereby ensuring continuity, interoperability, and maintainability. The award stage is currently pending, with key dates including a planned contract start on 31st December 2025, concluding on 30th December 2028, and potentially extending to 2029. The standstill period concludes on 29th December 2025.

This tender allows businesses specialising in software solutions and enterprise applications to expand their reach by aligning with public sector demands. Although the direct award is currently directed towards SERVICENOW UK LIMITED, companies providing complementary services or products relevant to ServiceNow or offering enhancements in integration capabilities and operational support may find opportunities in contract renewals or subsequent tenders. The Science Museum Group's focus on maintaining technical stability and operational compatibility suggests potential collaboration for businesses adept in offering bespoke and scalable system solutions. This contract represents a significant opportunity for large-scale service providers aiming to fortify their position in the public sector IT services market.

## Notice

Extension of existing ServiceNow licensing for 3 years.

### Procurement Information

This direct award is justified under Section 41 and Schedule 5, paragraph 7 of the Procurement Act 2023, which permits a contracting authority to award a contract without competition where the contract is an extension or partial replacement of existing goods/services and: * a change in supplier would result in goods/services that are different from, or incompatible with, the existing goods/services; and * that difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. In this case, the award covers the continued use of our ServiceNow platform for three years. We have developed multiple bespoke services and integrations on ServiceNow; switching to another system would render these custom elements incompatible and require extensive re-builds, complex data migration, re-integration with dependent systems, and comprehensive re-training of staff. Taken together, these impacts would create disproportionate technical difficulties and operational risk, so retaining the incumbent supplier is the only practicable route to ensure continuity, interoperability, and maintainability of our core service management capability.
