## Summary

The Police and Crime Commissioner for Cambridgeshire is currently seeking a specialist provider for the DRIVE Project, aimed at addressing high-harm domestic abuse perpetrators in Cambridgeshire and Peterborough. This initiative is part of a broader government effort to mitigate serious harm linked to domestic abuse, by focussing on changing perpetrator behaviour through evidence-based interventions. The procurement is at the tender stage, with contracts expected to commence on 1st August 2026 and last until 31st July 2028, with potential renewals up to March 2031. Prospective suppliers should note the tender submission deadline on 18th May 2026, and inquiries can be made until 11th May 2026. The procurement process is an open procedure targeting guidance, counselling, health, and rehabilitation services within the UKH11 and UKH12 regions.

This procurement presents significant opportunities for businesses capable of delivering intensive case management and tailored interventions, particularly those with expertise in domestic abuse perpetrator interventions. Suitable suppliers might include SMEs and VCSEs equipped to provide high-quality services and social value. Organisations interested in expanding their operations into Cambridgeshire and Peterborough, especially those specialising in multi-agency cooperation within domestic abuse frameworks, could find this project a lucrative opportunity to enhance their portfolio and contribute to meaningful community safety outcomes. To take part, businesses can register interest and submit proposals through the dedicated supplier portal, fostering growth by aligning services with local and national priorities for preventing domestic abuse.

## Notice

The Office of the Police and Crime Commissioner for Cambridgeshire and Peterborough is seeking to commission a specialist provider to deliver the DRIVE Project model, a nationally recognised, evidence based intervention for high harm domestic abuse perpetrators. The project forms part of a government funded national approach to reducing serious harm by addressing the behaviours of perpetrators who pose the greatest risk to victims, children, and communities. The commissioned service will deliver intensive, one to one case management and tailored behaviour change interventions for up to 125 high risk perpetrators, working in close partnership with statutory and voluntary sector agencies. The DRIVE Project model will operate as an integral component of existing multi agency safeguarding and offender management arrangements, including MARAC, DA Perpetrator, and Integrated Offender Management structures. The primary objectives of the DRIVE Project model are to reduce repeat and serial domestic abuse, lower risk to victims, improve safety outcomes, and strengthen system wide responses to high harm perpetration. Delivery must ensure that victim safety remains paramount and that interventions are proportionate, risk led, and aligned to national best practice. This tender seeks a provider with demonstrable experience in domestic abuse perpetrator interventions, strong partnership capability, and the capacity to deliver the DRIVE model with fidelity while responding effectively to local needs, risks, and priorities.
