## Summary

The procurement process, managed by Blaenau Gwent County Borough Council, focused on the provision of a Women's Refuge and Floating Support Service under the industry category of health and social work services. The service aims to support women and their children residing at Amber House, particularly those fleeing violence and abuse, providing accommodation and emotional support tailored to cultural and gender needs. This contract, awarded to Cyfannol Women's Aid, was conducted under an open procedure, classified as a light-touch regime, with Welsh devolved regulations applied. The award was announced on 28th April 2026, post-completion of the tender stage which closed on 20th January 2026. The contract is set to commence on 1st May 2026, running until 31st March 2029, with potential extensions subject to performance and funding.

This tender presents a significant opportunity for businesses specialising in social and health services to enhance their portfolio and impact within the community. Although the award was made to a large organisation, Cyfannol Women's Aid, the procurement process offers insights for SMEs and VCSEs to assess their capabilities and future participation. Companies with experience in providing safety and support services for individuals experiencing domestic abuse are well-positioned to compete in similar tenders, especially those focused on culturally sensitive and comprehensive support frameworks. Participating in tenders like this enables growth through public sector partnerships, raising business profiles and contributing positively to local social infrastructure.
