## Summary

Natural England, a central government public authority located in London, is initiating a procurement process under the Nature Restoration Fund to conduct market research on Nutrient Environmental Delivery Plans (EDPs). The procurement is currently at the planning stage, and its focus is on environmental services, including improvement works, monitoring, consultancy, and conservation strategy planning. The preliminary market engagement notice was published on 17th December 2025, with a due date for survey responses on 31st January 2026. Interested suppliers are encouraged to partake in this early phase to shape future requirements and contribute evidence that supports the capability of the market to deliver necessary goods and services across catchments in England.

This tender presents numerous opportunities for businesses involved in the nutrient reduction supply chain, including landowners, habitat banks, ecological consultancies, and various contractors committed to environmental conservation. Both Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) are deemed suitable to engage in this process, offering them a chance to expand their portfolios and enter new markets. Such participation can lead to increased business growth and visibility in addressing nutrient pollution, both pivotal in supporting England's environmental goals. Natural England is seeking input from new entrants, establishing a welcoming environment for innovative approaches and services within the scope of this initiative.

## Notice

Natural England and Defra group Commercial are conducting preliminary supply market research for Environmental Delivery Plans (EDPs) that address nutrient pollution under the Nature Restoration Fund (NRF). This is suppliers' opportunity to begin helping us to develop our requirements and approaches to potential future procurements and evidence that the market is able to supply the goods, services or works required. We are currently exploring the benefits of developing nutrient EDPs for catchments in England. Where these EDPs go ahead, we will be collecting levy payments from developers to fund conservation measures that address nutrient pollution in the catchments in question. We are keen to hear from all parts of the nutrient reduction supply chain, such as landowners (including farmers), habitat banks, not-for-profits operating in the nature recovery space, ecological consultancies, and a broader group of contractors and ancillary organisations that could facilitate and deliver nutrient conservation measures. We also want to hear from potential new entrants to the supply chain.
