## Notice

BACKGROUND AND INFORMATION The previous Prison Operator Services Framework (POSF1) was established in June 2019 and expired in July 2025. As a result, the Authority is in the process of establishing a new framework, Prison Operator Services Framework 2 (POSF2). To inform the market and generate interest, the Authority has previously conducted a series of market engagement events. To build on this, a one-week period during w/c 19th January 2026 has been identified to hold 1-2-1 discussions with interested suppliers prior to the launch of the Prison Operator Services Framework 2 (POSF2) procurement in February 2026. The Authority is offering a 45-minute 1-2-1 session with interested suppliers who consider they have the capability and capacity to deliver prison operator services under POSF2. All sessions will be held via Microsoft Teams only and will not be recorded. As per the Planned Procurement Notice published by the Authority on 8th December 2025 (https://www.find-tender.service.gov.uk/Notice/080623-2025), the indicative procurement timetable for the POSF2 procurement is as follows. Please note these dates may be subject to change. * Publication of Tender Notice and Procurement Documentation - 23/02/2026 * Deadline for Submission of PSQ and COP Responses - 13/03/2026 * Authority issue PSQ and COP Notification Letters - 02/04/2026 * Bidder Engagement and Dialogue - 20/04/2026 to 19/06/2026 * Publication of ISFT Documentation - 29/06/2026 * Deadline for Submission of Tender Responses - 24/07/2026 * Framework Award - 08/03/2027 EVENT DESCRIPTION The Authority is offering interested suppliers who consider they have the capability and capacity to deliver prison operator services under POSF2 the opportunity to have a 1-2-1 session with Authority representatives from the Commercial and Competitions Teams. This session will be scheduled for 45-minutes online (via Microsoft Teams) and will be a structured discussion. The Authority requests that ahead of the session, suppliers consider responses to the following questions to inform discussions. * How would you describe your organisation's current level of interest/ commitment to participate? o What is influencing this? o What additional information and/or support do you require from the Authority to help inform your decision to participate? o What, if anything, do you consider to be a key barrier(s) to participation? o What, if anything, do you consider to be a key risk(s) underpinning appetite? o What is your current level of commitment/interest in participating for the following categories of Prison Operator Services: - Expiring Prisons (both PFI and Manage & Maintain) - New Prisons - Prisons delivering Women's Services (e.g. HMP Bronzefield and HMP Peterborough) - Prisons delivering Youth Services (e.g. HMP & YOI Parc) * How would you describe your current state of readiness to participate? o What is influencing this? o What additional information and/or support will you require from the Authority once the competition has been launched to help you be successful in obtaining a place on Framework 2? o If you do not feel ready to participate in this competition for Framework 2, are you considering participating when Framework 2 is re-opened?
