## Summary

The City of Edinburgh Council has completed a procurement process for the "Community Link Worker Service," classified under community health services, to be delivered in Edinburgh. This service aims to provide non-clinical support following GP referrals. As of March 2026, contracts for this service have been directly awarded to eight third-sector organisations, including Cyrenians and Carr Gomm, extending from 1 April 2026 to 31 March 2027, with an optional six-month extension. The procurement method employed was limited, awarding contracts without prior publication of a competition call, following a Voluntary Ex-Ante Transparency (VEAT) notice. This procurement process falls under the directives stipulated by Public Contracts (Scotland) Regulations 2015. The total value of the contract signed in March 2026 is £1,791,750.

This tender provides substantial opportunities for third-sector organisations specialising in health and social work services to expand their operations by integrating non-clinical support frameworks within their existing service models. Businesses well-suited to compete would be those adept in delivering community health services and fostering collaborative partnerships with government bodies. Providers currently not involved can benefit by developing responses for future procurements influenced by ongoing governmental reviews. In alignment with strategic growth trends, these opportunities emphasize the vital role of community health vendors in delivering real-world outcomes tailored to urban health and social care demands.
