The authority will reject any bids that fail to comply with the specification in full. Stage 2 The Tender This will be conducted using a quality proposal and a commercial proposal. The quality proposal will be assessed against a set of questions which will be evaluated and scored. The Commercial Proposal will be a cost based evaluation.
