## Summary

The Department of Health & Social Care (DHSC), a central government public authority based in London, has completed a procurement process for specialist training services related to their Global & Public Health: National SRbPA Support Scheme. The awarded contract, part of an open below-threshold competition, is focused on aiding public health professionals to achieve specialist registration via the complex Portfolio Assessment (SRbPA) process. The procurement falls under the services category, with special emphasis on light-touch regimes. Key dates included the award on 16th June 2026, with the contract commencing on 29th June 2026 and running until 28th June 2029, with a potential extension for an additional two years. The award, valued at £150,495, was to Population Health Ltd, a small- to medium-sized enterprise (SME) based in Surrey.

This procurement presents significant opportunities for businesses specialising in educational and professional development services, particularly those equipped to deliver tailored coaching and feedback for medical and health training. The open nature of the competition and focus on supporting SMEs indicate a favourable environment for smaller enterprises to vie for government contracts, especially those with expertise in navigating complex assessment processes. Businesses with a background in providing specialist training and capable of fulfilling procurement requirements such as experience as SRbPA assessors are well-positioned to compete in tenders of this nature. Successful engagement could pave the way for further collaborations and expansion into government-led health and education projects.

## Notice

This requirement is to support senior professionals working in public health to achieve registration as a specialist, allowing them to pursue further senior leadership positions which are reserved to those with specialist registration, where there are currently significant vacancies and unfilled posts due to shortages in posts. The specialist registration via portfolio route (SRbPA) is complex, and this is often cited as a barrier to it being completed. This support offer is designed to offer specialist support to high potential candidates through coaching, and providing feedback on written commentaries to complete it.

### Planning Information

The Preliminary Market Engagement (PME) is optional. The purpose is to advise suppliers of the forthcoming Department of Health and Social Care (DHSC) procurement exercise that is expected to be launched February 2026. The aim is to seek feedback from potential bidders and existing providers that may inform the final approach to the procurement.
The Preliminary Market Engagement Event will be held via Microsoft Teams between 10:00 - 12:00 on Tuesday 13th January 2026.
We will then be seeking feedback via a Q&A doc which will be issued following the live PME.
If you are interested in this opportunity please email ccsinbox@dhsc.gov.uk referencing 'W213158 National SRbPA Support Scheme' as the subject title.
If your organisation is unable to attend the PME event, we would nevertheless welcome any feedback which you may wish to provide. Please be assured that non-attendance at the event does not affect your eligibility to participate in future procurement opportunities related to this PME. Your input is valued and you remain eligible to bid for subsequent procurements associated with this engagement.
For the avoidance of doubt, this is not a call for competition and DHSC are under no obligation to proceed with any formal procurement procedure. The market engagement exercise is being used as an opportunity to gather feedback to better understand market capabilities, refine the procurement strategy, and encourage supplier engagement.
