## Summary

The Birmingham & Solihull Mental Health NHS Foundation Trust has completed the award process for the "Female Medium Secure MH placement WEMSS" contract, classified under miscellaneous health services. This contract, started on 1 December 2025, addresses urgent healthcare needs due to the decommissioning of the WEMSS, demanding immediate patient placement solutions. The award was made without prior competition under the urgent circumstances provision of the Provider Selection Regime (PSR) Regulations 2023, bypassing the typical Public Contracts Regulations 2015 processes. Approved by the Commissioning Committee with no conflicts of interest, the award went to the Lancashire & South Cumbria NHS Foundation Trust, with a maximum value of £256,923.50, potentially extendable if clinically required.

This tender presents growth opportunities for businesses specialising in health service provisions, particularly those equipped to offer secure mental health placements. With such arrangements needing swift resolution and possible extensions, companies proficient in rapid response and flexible service offerings would find themselves competitive. Businesses with existing capabilities or plans to expand within the UK regions, especially those close to patient support networks, stand to benefit significantly by aligning services with the NHS's urgent and primary care requirements.
