## Summary

The Birmingham & Solihull Mental Health NHS Foundation Trust has concluded a procurement process with the award of a contract titled "Female Medium Secure MH placement WEMSS," under urgent circumstances as per the Provider Selection Regime (PSR) and the Health Care Services Regulations 2023. Due to the decommissioning of the WEMSS service, a new contract was necessary to ensure continuity of care for affected patients. The contract, valued at up to £261,179.40, commenced on 1 December 2025, following approval by the Commissioning Committee on 10 December 2025. This service falls under the industry category of miscellaneous health services and will be delivered across several UK regions, including UKC, UKD, UKE, and UKF. The procurement was executed through a limited method without prior publication, signifying the urgency and special circumstances governing this tender process.

This contract represents a compelling opportunity for businesses specialising in healthcare services, specifically those capable of providing medium secure mental health placements. The Nottinghamshire Healthcare NHS Foundation Trust, a large-scale supplier with experience in healthcare services, was successful in securing this contract. Other businesses within the healthcare sector that have the capacity to deliver secure mental health services could find similar opportunities for growth, particularly those capable of adapting to emergency healthcare needs and operating within regulatory frameworks like the PSR. This tender underscores the potential for organisations to expand their service offerings and establish significant partnerships within the NHS network, particularly in urgent care provision scenarios.
