## Summary

The procurement process conducted by Hampshire County Council involved a tender titled "Basingstoke Early Years Specialist Hub Provision" in the category of special education services. This tender aimed at re-procuring a service for the district of Basingstoke and Deane, focusing on early years children's needs, inclusive education, and outreach support to various early years providers. Initially, a market engagement event was scheduled for January 2026 as part of the planning stage, inviting providers to register and express interest through the council's e-tendering system. Despite the openness of opportunities, the tender was eventually cancelled in April 2026 due to no submissions during its advertised period, thus marking its status as complete with no progression to the award stage.

The tender represented a significant opportunity for businesses specialising in early years education, special education needs services, and multi-agency collaboration, especially those capable of providing structured support through specialist hubs. Even though it was ultimately cancelled, businesses well-suited to offer tailored learning environments with coordinated input from health, education, and social care professionals could utilise such tenders to expand their portfolio and impact. Small and medium enterprises, as well as voluntary and community sector entities, remain ideal candidates to pursue similar future opportunities, particularly given Hampshire's strategic priorities and the anticipated governance changes under Local Government Reform.
