## Summary

The Waste and Resources Action Programme (WRAP), located in Banbury, UK, is the buyer behind the "Peru Water Collective Action Project" tender. This procurement falls under the industry category of environmental engineering consultancy services, with a focus on services related to water projects. The procurement has progressed to the award stage, with a contract period spanning from 13th January 2026 to 30th June 2026. The project is situated in Peru, and WRAP has granted a temporary direct award to Good Stuff International B.V. to maintain project continuity amid changes in coordination. This decision supports a seamless transition as WRAP takes over project coordination effective 1st January 2026. The legal basis for the tender is outlined under the 2023/54 UK legislation.

This tender represents a strategic opportunity for businesses operating in the field of environmental engineering consultancy, specifically those with expertise in water management and projects. Companies with similar capabilities and a focus on international collaboration would find this project beneficial for expanding their global footprint. The direct award method used in this procurement is designed to ensure that expert service providers remain engaged in the continuity of the project, offering businesses a stable environment to apply their specialised knowledge and possibly establish long-term partnerships with WRAP and other stakeholders involved in the initiative.

## Notice

WRAP plans to provide Good Stuff International with a temporary direct award to continue as our delivery partner for the water collective action project in Peru. WRAP and some of our Water Roadmap businesses support a water collective action project in Ica, Peru, which is currently coordinated by IDH, an NGO based in The Netherlands. WRAP has agreed in principle to take over coordination of the project from 1st January 2026. Good Stuff International (GSI) is the project's delivery partner. The purpose of this temporary direct award from WRAP to GSI is to provide continuity in project delivery during the transfer of the project to WRAP.

### Procurement Information

WRAP has been in discussion throughout 2025 about the possibility of taking over the project coordinator role whilst seeking reassurance from business funders about continuity of support. However, as the current agreement terminates at the end of December, this gives WRAP no flexibility over procurement options to maintain continuity in delivery from the beginning of January. Continuity in delivery is critical taking into account the expert service providers required to deliver the project. If the project cannot offer continuity, these service providers need to secure alternative employment and delivery is impacted as expertise, capacity and relationship holders are forced to leave the project.
