## Summary

Oxford Brookes University is conducting a procurement process in the planning stage for the development of a new website content management system, student app, and staff intranet. This tender falls under the IT services industry category, specifically dealing with networking, Internet, and intranet software packages. Located at Headington Campus in Oxford, the university has scheduled supplier engagement sessions for potential bidders on 23 January and 26 January 2026, with registration required by 16 January 2026. Relevant suppliers must complete the pre-market engagement form by 27 January 2026. This process aims to establish a simplified and efficient digital ecosystem by 2028, with the option for renewal extending to 2030.

This tender offers significant opportunities for IT and software development companies, especially those specialising in networking and Internet services, to expand their business by partnering with Oxford Brookes University. The contract is a service procurement with a value exceeding the threshold, offering suppliers the chance to contribute to innovative digital solutions tailored to educational needs. Businesses that can provide robust intranet solutions, integrated student apps, and advanced content management systems would be well-suited to compete and contribute valuable expertise and innovative approaches. Interested companies are encouraged to engage in pre-market discussions to align their offerings with the university's strategic vision.

## Notice

From December 2026, our current CMS will no longer receive official support, bug fixes, or security patches from Kentico, necessitating a need to rebuild and upgrade, or rebuild and move to a new CMS. We need to build a simplified website where external audiences connect with the information and opportunities they seek through clear, intuitive and inspiring content. The current highly bespoke website cannot be transferred' to a new CMS in its current state. The website contains a mix of prospect and applicant, existing student, staff, community and research-focused information, sitting within a complex and highly bespoke code-structure that is difficult to maintain, and with no in-house developers to do so. To better support our workforce, all staff-facing content will be relocated from the external website to a dedicated Intranet-style solution. This transition ensures that by 2027, staff will have a single, authoritative point of entry for the information and tools they need to perform their roles effectively. The University is also looking at introducing a student facing app along a similar timeframe as the new CMS. Unlike some other university apps that primarily serve as access points to other systems, this app would be purposefully integrated into the learning experience. Its use would be connected to assessment, reflection, and skills development, positioning the University as a sector leader in how digital tools are embedded in education to support student success. We're also keen to be challenged - we're looking internally at what we need, but are hoping to be introduced to what else might be possible.
