## Summary

Cardiff Council is currently in the tender stage for a "Cycle Hire Scheme" aimed at delivering a comprehensive micro mobility solution in Cardiff, a part of the UK region. With an active status as of 27th February 2026, the procurement seeks an experienced operator to supply, operate, and fund eBikes and eCargo bikes. This project, which includes a financial estimate of £250,000, represents an open competition under a concession special regime. The procurement process is being conducted electronically via the Proactis portal, with the submission deadline set for 30th March 2026. This initiative is part of Cardiff Council's commitment to providing sustainable transport solutions, with operations starting on 18th May 2026 and running until 17th May 2029, with possible extensions.

The tender represents significant opportunities for businesses involved in sustainable transport services, particularly those specialising in cycle and micro mobility operations. SMEs stand to benefit, as the scheme emphasizes quality metrics such as operational efficiency, continuous improvements, and community wellbeing benefits. The opportunity to engage in a fully self-supporting scheme at no cost to the council offers substantial growth potential for businesses equipped to handle operations, maintenance, and customer management aspects. Adaptability over the contract period to incorporate changes, such as vehicle types, provides further opportunities for organisations to align their services with evolving legislative and local authority requirements.
