## Summary

Essex Partnership University NHS Foundation Trust is in the planning stage of a procurement process entitled "Community Forensic Services." The focus is on delivering health services within the United Kingdom, specifically in the East of England region. This procurement involves the development of a specialist forensic mental health service offering community-based clinical support instead of inpatient forensic admission. The value of this tender is estimated at £1,812,500. Interested providers have until 13th January 2026 to express their suitability for this contract by contacting Catherine Swaile via email. The procedure follows the Provider Selection Regime (PSR) Regulations 2023 and is set to identify the most suitable provider for service delivery. A future notice is expected to be issued on 14th January 2026.

This procurement presents significant opportunities for businesses operating in the healthcare sector, particularly those offering psychiatric or psychological services. Firms that can deliver multidisciplinary clinical assessments and treatments, and have proven capabilities in liaising with secure inpatient services and local criminal justice partners, are well-suited to compete. Participation in this tender process can aid business growth by forming partnerships with public health authorities and expanding service offerings within the forensic mental health sector. The contract aims to promote community stability by supporting transitions from secure care, thereby offering an impactful platform for service providers to innovate and contribute to public health outcomes.

## Notice

This service will provide a specialist forensic mental health offer for adults who require clinical support in the community instead of an inpatient forensic admission. It will operate within the scope of the national secure and specialised mental health service specification which defines community forensic delivery.

The team will deliver multidisciplinary clinical assessment, treatment and risk management for people whose needs require specialist forensic input. It will support diversion from hospital, earlier transition from secure care and sustained stability in the community.

Key components of delivery are:
- Multidisciplinary clinical assessment and interventions
- Support to maintain community placement and avoid admission
- Liaison with secure inpatient services and local criminal justice partners.

This is an intention to follow the Most Suitable Provider (MSP) route under the Provider Selection Regime.
