## Summary

The Ministry of Justice in the United Kingdom is currently engaged in the planning stage of a procurement process as part of the HMCTS Remote Participation programme. The process, identified by tender ID "PQQ 548," focuses on services related to video conferencing software development within the central government sector. The preliminary market engagement is scheduled to culminate with a webinar on 21 January 2026. Interested parties are encouraged to register by 20 January 2026 for participation in this engagement exercise, which is set to explore innovative solutions for enhancing remote participation in hearings. Activities will take place primarily in the UK.

This procurement process offers significant business growth opportunities, particularly for suppliers specialising in video-conferencing, unified communications, and related services. Small and medium-sized enterprises (SMEs) are especially welcomed to engage, with the process designed to inform future strategies of His Majesty's Courts and Tribunals Service (HMCTS). Participants have a chance to provide input, showcase capabilities, and potentially influence the future tender specifications, making it a valuable opportunity for businesses aiming to establish or expand their footprint in the provision of digital solutions for the public sector.

## Notice

The required goods, services or works, including the amount and how they must be supplied His Majesty's Courts and Tribunals Service (HMCTS) is undertaking discovery to: - understand what solutions, services and innovations are available to support participation in hearings via video; and - explore how existing or emerging market solutions might address remote participation challenges. HMCTS invites interested suppliers to attend a webinar on 21 January 2026. HMCTS will set out user needs, potential future capabilities, and challenges the programme is looking to address. Programme objectives, problem statements and real-world examples that illustrate the challenges users and staff face today will all be presented. Registered suppliers will be invited to submit expressions of interest in taking part in one-to-one interviews with HMCTS during February 2026, by responding to a questionnaire. Please see 'Engagement' section below for more details. This preliminary market engagement will inform HMCTS' future procurement strategy. At this stage, no decisions have been taken on any future invitations to tender (ITT), and HMCTS may or may not conduct related ITTs in the future. Values and contract/procurement dates within this notice are rough estimates only and do not indicate any formal assumptions.
