## Summary

The Police and Crime Commissioner for Surrey, a sub-central government public authority, has completed a direct procurement process for the GrayKey Licence, involving the purchase of clinical forensics equipment and supplies essential for their Digital Forensics Unit. Located in Guildford, United Kingdom, the procurement process follows the legal framework under the UKPGA 2023/54. The direct award contract is set to commence on 5th January 2026 and go through a contract period ending on 3rd March 2026, with an option for three subsequent 12-month renewals, ultimately extending to 9th April 2029. The rationale for the direct award method stems from cost efficiency and the need to maintain standard operating procedures without disruption from a change in suppliers. The key supplier, Magnet Forensics LLC from the United States, was selected for this contract, valued at GBP 108,768.

This award provides a significant opportunity for businesses involved in providing digital forensic tools that integrate well with existing operational frameworks in law enforcement. Firms that can offer bespoke solutions or specialised forensic tools, particularly those with a track record in defence and security sectors, would find this type of direct procurement beneficial for building long-term governmental partnerships. Such contracts often come with potential renewal options, which can be lucrative for business expansion and establishing a reliable client base within the public sector. Companies with innovative technology offerings that align with embedded processes are particularly well-suited to engage in similar tenders.

### Procurement Information

utilise various Magnet products across its Digital Forensics Unit and wider force estate. These tools are embedded within our Standard Operating Procedures and Working Instructions. Any change of these tools would require re-accreditation, training and administration, all of which would come at significant cost, both financially and in terms of officer / staff time for training. Therefore, based on our current operating methods it is not possible to seek alternative venders of similar digital forensic products. Although third-party sellers are available, it is best value for money in terms of costs to go direct to the supplier.
