## Summary

Gloucestershire County Council has completed the procurement process for the 'Holiday Activities and Food programme (HAF) - District Leads'. The overarching project aims to manage the delivery of the HAF programme across six districts, namely Gloucester City, Cheltenham Borough, Tewkesbury District, Forest of Dean District, Stroud District, and the Cotswolds. The procurement, conducted under an open procedure and classified under health and social work services and other community services, was tailored to enhance holiday activities and food provisions for children eligible for Free School Meals (FSM). Key dates included the award on 11 March 2026, with contracts commencing on 1 April 2026 and concluding on 31 March 2027. The estimated total value of the programme is approximately £1,411,652 including VAT.

The successful tender offers valuable opportunities for businesses in the health, social, and community services sectors to expand their reach and impact. As each district lead is tasked with coordinating various service providers, organisations specialising in youth engagement, food distribution, and community activities will find ample opportunity. Particularly, SMEs and VCSEs are encouraged to engage actively given the procurement's suitability criteria. This initiative not only helps tackle holiday hunger but also promotes community cohesion and wellbeing, fostering growth for businesses aimed at making social contributions and building sustainable community networks. Ideal candidates are those with expertise in orchestrating educational and enrichment programmes and navigating governmental requirements.
