## Summary

Wigan Council is currently in the planning stage of a public procurement process under the title "Pre-Market Engagement - Responsive Repairs and Maintenance (Specialist Contractors)." This project is categorised under the industry sectors of repair and maintenance services, construction work, and construction materials, indicating a works procurement category. The initiative focuses on enhancing responsive repairs and maintenance for housing tenants within the region specified as UKD36, which includes areas such as Leigh and Wigan. Interested parties are invited to participate in pre-market engagement sessions scheduled from 19th to 21st January 2026 at various venues including Leigh Miners Welfare Institute, a virtual session via Microsoft Teams, and St. Patricks Rugby Club in Wigan. Registration is required by 2nd March 2026 to participate in these sessions, but they do not constitute a formal procurement commitment.

This pre-market engagement presents significant opportunities for businesses aiming to expand within the public sector, particularly for those in the repair and maintenance, construction, and materials industries. The project seeks principal contractors and specialist trades to collaborate with Wigan Council's in-house team, highlighting opportunities for SMEs and VCSEs. Businesses interested in this sector can leverage their expertise to provide essential trade repairs and bring vacant properties up to standard, enhancing service delivery for social housing tenants. This engagement not only opens doors to long-term contracts but also allows participants to influence the procurement process to include social value elements, aligning with their community-focused goals. The potential contract is substantial, with an estimated value of £192 million, scheduled to commence in November 2026.
