## Summary

The Home Office has initiated a public procurement process, currently at the planning stage, seeking a strategic partner for system design services within the Migration and Borders Group's System Design Unit. Located in London, United Kingdom, the process involves a virtual engagement event scheduled for 16 April 2026, aimed at presenting requirements and gathering supplier feedback. Interested parties should register by 14 April 2026. The procurement falls under the central government classification and pertains to the "Business services: law, marketing, consulting, recruitment, printing and security" industry category. The anticipated procurement includes consultancy, planning, and recruit-train-deploy services, commencing February 2027, with a potential contract period running until January 2030.

This tender represents a substantial opportunity for businesses in consultancy, design, recruitment, training, and management services to expand their portfolio by partnering with a major government department. Suitable candidates may include firms specialising in systems consultancy, human resources, and strategic business management that can offer diverse skillsets such as Design Leads and Business Architects. The procurement's scope, covering an array of services, provides a platform for growth and collaboration, enhancing operational capabilities and establishing a long-term relationship with the Home Office. Interested suppliers will benefit from early engagement and can contribute to shaping the procurement strategy through feedback provided in the preliminary engagement sessions.

## Notice

This UK2 Preliminary Market Engagement Notice (PMEN) is being issued by the Home Office (the Authority) to notify the market of a Market Engagement Event seeking views and feedback in relation to the potential procurement for a strategic system design partner to support the System Design Unit, a division within Migration and Borders Group within Home Office. The provision of service should cover access to a range of skillsets and capabilities to enable delivery of system design outcomes and to provide more flexibility than current resourcing models. These skillsets and capabilities are usually found within Design Lead, Business Architect, and Business Analysts roles. In addition, there may be a requirement for optional services covering: consultancy, planning and recruit-train-deploy services.

### Planning Information

The virtual engagement event will start 11am on Thursday, 16 April 2026 where we will present our requirements and initial thinking. We expect the engagement session to last no more than 1 hour, consisting of a presentation followed by Q&A session. We will also be providing all participants with a Market Sounding Questionnaire after the session, which will give suppliers the opportunity to ask clarification questions and provide feedback on the proposed requirement and procurement process. We reserve the right to hold further engagement sessions or to follow-up with additional questions / clarifications to supplier responses.
Please contact commercialsystemdesign@homeoffice.gov.uk by 5pm on Tuesday 14 April 2026 to register your interest in this event.
This Market Engagement does not formally signify the beginning of any procurement exercise by the Authority, nor does it constitute a commitment by the Authority to undertake a procurement. In the event that the Authority decides to formally commence a procurement pursuant to this Market Engagement, then a separate Tender Notice will be published.
