## Summary

The Financial Conduct Authority (FCA) has updated its tender process for establishing a panel of Insolvency Practitioner Firms, titled the "Insolvency Practitioner (IP) Panel". This procurement falls under the finance and consultancy services industry category with specific classifications such as financial consultancy and management services. The procurement process is at the tender stage, with the enquiry period ending on 22nd January 2026, and the tender submission deadline on 5th February 2026. The location for delivery is set within the United Kingdom, and the process involves an open, below-threshold competition. This panel will operate for a term of four years starting from 12th March 2026, and bidders must register through the FCA's eProcurement system (Atamis). The FCA acts as the buyer, and while firms will not have contracts or receive payments from FCA funds directly, this exercise aims to put in place practitioners qualified for potential appointments over authorised firms in insolvency situations.

The establishment of this Insolvency Practitioner Panel presents robust opportunities for consulting and restructuring firms looking to expand their presence within the financial services sector. Firms with expertise in insolvency, financial, and management consultancy would find this tender particularly aligned with their service offerings. Being part of this panel can enhance a firm's profile, offering exposure and potential engagement opportunities in insolvency cases under FCA's jurisdiction. The procurement process welcomes small and medium enterprises (SMEs), encouraging participation from diverse businesses regardless of size. Successful bidders will be those who demonstrate capability closely matching the requirements and who provide evidence of delivering value and competitive pricing. This initiative provides a strategic platform for firms to leverage their consultancy skills and gain practical involvement with UK-based financial entities.

## Notice

In certain situations, the FCA may seek to exercise its powers to apply to the court to appoint an insolvency practitioner (IP) over an authorised firm, to apply to replace an incumbent IP with a new IP, or to suggest a candidate IP for appointment by a firm. We are seeking to establish a Panel of consulting and restructuring firms which can provide IPs to take on such appointments. The Panel will exist for a term of four years. Please note this is not a procurement to which the Procurement Act 2023 applies. The purpose of this exercise is to establish a panel of Insolvency Practitioner Firms which provide practitioners with the requisite skills and experience to be appointed in the event of the insolvency of an authorised firm. There will be no contracts between the FCA and panel firms, nor will firms receive any payments from FCA funds. Bidders will need to register on the FCA's eProcurement system (Atamis) to respond to the RFP (https://atamis-fca.my.site.com/s/Welcome). Bidders should refer to the Atamis Supplier User Guide (https://services.atamis.co.uk/docs/Supplier_User_Guide.pdf) for further information. If issues are experienced in accessing Atamis or any documents within Atamis you should contract their dedicated helpdesk on 029 2279 0052 or email at support@atamis.co.uk.
