## Notice

The Ministry of Justice (MoJ), through the Office of the Accountant General (OAG), is preparing to procure a future operating model for the Court Funds Office (CFO) service, which provides banking, investment and funds administration services for clients of the civil courts in England and Wales, including the Court of Protection. The service operates within a highly regulated environment and supports the safeguarding and administration of funds held on behalf of vulnerable court users and children. The procurement is expected to seek a supplier capable of delivering a modern, secure and resilient end-to-end service, including digital customer channels, operational processing, payment and investment administration, systems integration, data migration, service transition and ongoing live operations. A key objective of the programme is to transform the current largely manual and legacy-based service into a streamlined digital service that improves accessibility, efficiency, transparency and user experience for both clients and administrators. The Authority intends to continue engaging with the market to further refine the service requirements, delivery approach and procurement strategy ahead of finalising the procurement approach and future tender requirements.

### Planning Information

The Ministry of Justice (MoJ) is progressing to the next phase of Preliminary Market Engagement (PME) for the Court Funds Office Service in accordance with Section 16 of the Procurement Act 2023. 
Following completion of initial engagement activities undertaken as part of the Delivery Model Assessment, MoJ is issuing this notice commencing a further phase of structured market engagement activities to refine its understanding of the market for the procurement of the Court Funds Office (CFO) service. This phase will focus on validating emerging requirements, testing delivery and commercial assumptions, and gathering targeted supplier feedback to inform procurement strategy and future requirements. 
 Webinar – Market Engagement Launch 
This phase will commence with a supplier webinar taking place on the date below and will be held virtually via Microsoft Teams: 
Date: 8th July 2026
Time: AM
Venue: Online (MS Teams) 
The webinar will present the emerging service requirements and the proposed approach to market. The session will act as a broadcast to signal MoJ’s intent and stimulate market interest and appetite. It will provide an overview of the CFO service and update suppliers on progress made since the previous market engagement activity. 
The webinar will also prepare the market for subsequent engagement stages and provide visibility of anticipated timelines. Further details, including joining instructions, will be issued via Jaggaer to registered suppliers.   
Structure of Potential Further Market Engagement Activities 
Following this webinar, further market engagement activities are anticipated as set out below: 
Services Specification Draft Share with Questionnaire 
To obtain structured supplier feedback on the draft requirements, including areas requiring clarification, refinement, or gaps. 
Commercial and Finance Information Share with Questionnaire 
To gather supplier views on the proposed commercial model, procurement approach, and cost considerations to inform the Procurement Strategy and future ITT design. 
Supplier and MoJ Roundtables 
To facilitate collaborative discussion and collective problem solving in relation to key challenges, risks, and opportunities. 
Supplier 1:1 Engagement Sessions 
To enable focused bilateral discussions on key commercial and technical themes, including follow up on insights gathered during earlier stages. 
Further details, including timelines and participation instructions for each stage, will be communicated via Jaggaer. 
The Authority reserves the right at its absolute discretion to amend any of these activities at the time of issue of any further notices or at any other time. 
The Authority also reserves the right to limit the number of participants in these market engagement activities, depending on the level of supplier interest. Where this is necessary, the Authority will share transparent selection criteria in advance and ensure fair and equal treatment of all suppliers.
  
Use of PQQ as a Market Engagement Tool 
This PME continues to be facilitated through PQQ_557 – Court Funds Office Service – Preliminary Market Engagement Series on Jaggaer. The PQQ is being used solely as an administrative and engagement tool and does not form part of any procurement process. 
For clarity: 
The PQQ is not a procurement Pre-Qualification Questionnaire 
It will not be used to assess supplier capability or suitability 
It will not be scored, ranked, or used to shortlist suppliers 
Participation will not confer any advantage or disadvantage in any future procurement 
  
How to Access and Participate

2. Navigate to PQQs Open to All Suppliers and select:

3. Select Express Interest to register. 
4. Once registered and access to the Jaggaer area has been obtained, the Authority requests that Service Providers confirm their interest in attending the webinar by 5pm on 3 July 2026 by submitting a confirmation message via the Jaggaer area.

Name and email addresses of all attendees 
Please note that attendance is limited to a maximum of four representatives per Service Provider. 
This Jaggaer area will be used to share all materials, updates, and communications relating to this phase of market engagement, including webinar details and subsequent activities.
