## Summary

Kent County Council is undertaking a procurement process titled "Carers Assessment and Support - Carers Short Breaks" in the health and social work services category. This is a regional service located in the UK South East (region code UKJ4), specifically tailored for carers requiring temporary relief from their duties, including crisis support and health appointments. The process is in the award stage with a contract extension awarded to the incumbent supplier, Crossroads Care Kent, for four months from 1 April 2026 to 31 July 2026, valued at GBP 1,029,080. This extension follows an unsuccessful procurement procedure and aims to mitigate disruption while re-procurement is prepared.

This tender provides business growth opportunities for firms involved in health and social care services, particularly those capable of providing short-term replacement care and support services. SMEs like Crossroads Care Kent, which already engage in social services within Kent, may find this contract advantageous. The limited procurement method used, negotiated without a contract notice due to no suitable tenders received previously, suggests that businesses with a track record and presence in local authority contract execution might be well-positioned to compete effectively. Additionally, companies specializing in crisis care support and those familiar with public contract legislation, such as the Public Contract Regulations 2015, would be highly suitable contenders.

## Notice

The Carers' Short Break service provides replacement care for Carers for a short period (typically three hours a week) to allow them a break from their caring role. There are also a number of specific support elements within this contract; to provide replacement care when a carer is in Crisis or needs to attend a health appointment.

### Lot Information

Lot 1

A short term contract extension will be awarded to the incumbent suppliers of the Carers Short Breaks contract, and Community Navigation (Part B) contract for a period of 4 months. The short term extensions enable KCC to complete the re-procurement of a joint service. By awarding the short term extension, it mitigates any loss in the provision of service while the re-procurement is underway. In addition, it will also enable ample mobilisation time for the winning bidder. A contract extension of the Carers Short Break contract for a period of 4 months from 01 April 2026 to 31 July 2026 is in accordance with the relevant justifications set out in Regulation 72(1)(b)(c) of the Public Contract Regulations 2015. The council has a statutory duty to ensure that there is sufficient and fit for purpose provision of social care services to Kent residents, who are eligible under the Care Act 2014 and that a sustainable market is maintained which the Carers Short Break contributes to.

### Procurement Information

Due to an unsuccessful procurement for Lot 1 (East Kent) of the Kent Carers Support Service. Kent County Council intends to modify this contract by way of extension for a period of 4 months to allow for the recommissioning of the Kent Carers Support Service to continue. A contract extension of the Carers' Short Break contract for a period of up to four months from 1 April 2026 to 31 July 2026 is in accordance with the relevant justifications set out in Regulation 72(1)(b)(c) of the Public Contract Regulations 2015.
