## Summary

Canterbury City Council has conducted a competitive open tender process, culminating in the award of a contract to DK-CM LIMITED for architectural services focused on the refurbishment of Kings Hall in Herne Bay. This procurement process falls under the category of architectural and related services, with a substantial focus on public authority requirements as specified within sub-central government classification. The overall project involves fabric repairs, upgrades to mechanical and electrical services, and remodelling to enhance functionality, with the contract anticipated to run from April 2026 to March 2028. Key dates included mandatory site visits in January 2026 and procurement formalities finalised by March 2026, marking the transition from tender to award. The principal legal framework guiding this process is the UK Public General Act 2023/54.

This tender presents significant opportunities for businesses specialising in architectural design and refurbishment services. Given the comprehensive scope, which includes a ‘Turnkey Service’ from concept design reviews to the coordination and appointment of sub-consultants, firms with expertise in structural engineering, mechanical and electrical systems, or acoustics will find this project conducive to growth. SMEs, in particular, are recognised as suitable participants under the suitability criteria, enabling smaller enterprises to compete effectively in delivering high-quality, innovative design solutions in line with modern energy efficiency and performance standards. Businesses that are adept in these spheres will not only contribute to preserving the historical character of the venue but also join a venture poised to elevate the visitor experience at Kings Hall, potentially boosting commercial activity at this prime seafront location.

The Contract is anticipated to commence April 2026 and will continue for a period of 2 years (unless terminated early in accordance with the terms and conditions of the Contract). Project Overview : Canterbury City Council is commissioning a refurbishment and upgrade project at Kings Hall, Herne Bay. The scope includes: Fabric Repairs: Essential repairs to the building envelope and internal finishes to preserve the historic character and ensure long-term durability. Mechanical & Electrical Services: Upgrading/renewal of existing systems to meet modern standards for energy efficiency, safety, and operational performance. CCC has developed concept designs which are considered close to meeting our requirements which include: Creating an attractive destination seafront bar/cafe separate, yet available to the main hall. Exploring opportunities to increase the capacity of the main hall. The architect will be appointed as Lead Consultant and will be responsible for: Reviewing and developing CCC's concept designs. Forming, leading and coordinating a full design team to deliver a complete Turnkey Service. Identifying all necessary sub-consultants (e.g., structural, civil, M&E engineers, and any other specialists) Appointing the team directly. ** Advising on and arranging any additional surveys required to bring the project to completion.
