## Summary

Shropshire Council is planning a public procurement process for the "PMCV 029 - Drug and Alcohol Treatment and Recovery Service" contract, with an estimated value of £40 million, under the industry category of health and social work services. The contract aims to provide substance use services throughout Shropshire, guided by funding from the Public Health Grant. This procurement is currently at the planning stage with a future notice anticipated to be published by July 2026, and services are expected to commence in April 2027. The procurement method set to be utilised is an open procedure, with the contract period tentatively running from April 2027 to March 2032, potentially extendable to 2037. The buyer is Shropshire Council, located in Shrewsbury, and they are open to engaging with potential providers through virtual market engagement sessions.

This tender presents a significant opportunity for businesses operating in the health and social services sector, particularly those with expertise in substance use treatment and recovery services. Businesses capable of delivering a comprehensive treatment service across a broad geographical area like Shropshire, and those experienced in managing funded initiatives, will find this opportunity highly suitable. Participation in early market engagement can provide valuable insights into the requirements and expectations of the Council, potentially affording businesses a strategic advantage when formal tenders are invited in Summer 2026. This initiative invites companies to contribute to essential public health services, reinforcing both community well-being and business growth.

## Notice

Shropshire Council (the Council) is preparing to re-tender the contract for Substance Use Services. We are looking to engage with potential providers of Drug and Alcohol Treatment and Recovery Services at virtual engagement sessions to discuss the possible future delivery of these services across Shropshire. In December 2021, the government published a 10-year drugs plan, 'From Harm to Hope', which committed to additional funding in England up to 2025. As a result, the Council received funding via the Supplemental Substance Misuse Treatment and Recovery Grant (SSMTRG) and the Rough Sleeping Drug and Alcohol Treatment Grant (RSDATG) to deliver several initiatives across the county that support and enhance substance use services. From 2026, these funding streams now form part of the Public Health Grant and as such, any future commissioning activity will be subject to the availability of grant funding and local and national approval. The Council would like at this stage in the development to engage with the market around commissioning and contract considerations prior to formulating any formal opportunity. This will be advertised in Summer 2026, with the service beginning in April 2027. Please note that this is not the commencement of any formal procurement process, and the Council is not committed to carrying out such a process. The contract value and contract dates provided, including the extension end date, are estimates only and may be subject to change. We cannot guarantee their accuracy at this stage.
