## Summary

Middlesbrough Council has completed a procurement process titled "CS081 - Transport for Children's Services," focusing on the transport services industry. The contract is located in Middlesbrough, United Kingdom, and is categorised under public authority for sub-central government. The procurement, which falls under the "services" category, progressed to the award stage and saw the awarding of a contract to Uber London Limited. The procurement method used was direct, characterized by below-threshold action without competition. The award, made on 31 December 2025, initiated on 1 January 2026 and will conclude on 31 December 2026, enabling a structured start to the provision of transport services with an estimated gross contract value of £120,000.

This tender presents significant business growth opportunities, particularly for companies specialising in transport services capable of supporting local government frameworks. With the direct procurement method employed, businesses large enough to demonstrate efficiency and cost-saving measures, like Uber, can optimally compete and secure contracts. Smaller transport service providers may still find value in aligning with larger suppliers or enhancing their service offerings to participate in future tenders focused on children’s transport services, a field demanding robust safeguarding processes and cost-effective solutions. This contract illustrates how strategic partnerships can lead to mutual benefits and expansion in local government services.

## Notice

The spend within children's services for transport is significant and whilst work has been ongoing within Children's Service to reduce the use of taxi's, there is still a demand some of which are court directed. Currently local Providers are being used but prices are escalating year on year which is unsustainable. Therefore, discussions have taken place with Uber who are currently expanding to provide a service to Local Authorities. Uber have reviewed some of our current journeys along with costs and advised that they could bring a potential saving of 20%. Uber provide an online dashboard which details the number of journeys, spend, heatmap of journeys and data can also be exported. There is no cost for the dashboard, this will also be used for the bookings which will be limited to the safeguarding central admin team. This will ensure we have a robust process in place for bookings and ensure approval is in place. We will initially start with 10 journeys and build this up slowly to ensure this is working well. They offer an increased level of checks for teen journey's which is something we don't currently have in place with the current Providers. There will be no commitment made to Uber it will be a contract for as and when required.
