## Summary

ASTER GROUP LIMITED, a prominent public authority within the sub-central government sector in the United Kingdom, is spearheading an active procurement process titled "Chartered Institute of Housing (CIH) Level 4 & Level 5 Professional Qualifications Training Provider Framework (Light Touch)." This initiative is focused on education and training services, specifically targeting the delivery of CIH-recognised housing qualifications. The process is currently in the tender stage, with key submission deadlines set for mid-2026, such as an enquiry period closing on 15th June and tender period ending on 29th June. The solicitation employs an open procurement method with a competitive flexible procedure, strategically structured to meet the Social Housing Regulation Act 2023 requirements while encouraging diverse pathways for learner engagement. The maximum contract value is set at £632,972, with a corresponding award period up to 17th August 2026. The engagement is geographically centred in the UKK15 region of the UK.

This tender presents significant opportunities for businesses within the education and training sector. Companies capable of delivering scalable, flexible, and accredited housing management qualifications will find this opportunity particularly lucrative. The tender is structured to accommodate up to 10 participants within a light touch regime framework, offering adaptability to meet various learning and organisational needs. The focus on professional qualifications for senior housing executives and managers aligns with industry trends, offering growth potentials for SMEs that can align their service delivery models with Aster's framework requirements. Flexible delivery models, including online and virtual tutor-led sessions, open and closed cohorts, will appeal to providers with robust online teaching capabilities. Successful engagement through this procurement could enhance provider visibility and market presence in the expanding housing education sector.

## Notice

Aster seeks to appoint qualified Providers to deliver CIH-recognised housing qualifications at Level 4, Level 5, and associated top-up modules. These qualifications are aligned with the Competence and Conduct Standard under the Social Housing Regulation Act 2023. The Social Housing Regulation Act, 2023, mandates that all "relevant managers" defined as senior housing executives and senior housing managers must hold or be actively working toward (within a three-year transition period) professional qualifications that meet the Institute for Apprenticeship and Technical Education (IATE) occupational standards for Senior Housing and Property Management. Specifically: *Senior Housing Executives: Foundation Degree in Housing (CIH) or Level 5 Diploma *Senior Housing Managers: Level 4 Certificate in Housing To meet these requirements, Aster proposes establishing a Flexible Framework (under Light Touch Regime) of approved training providers capable of delivering CIH-approved qualifications at scale, on demand, and through diverse pathways. This approach ensures adaptability to individual learning needs and organizational priorities. PLEASE USE THIS LINK TO ACCESS TENDER DOCUMENTS: https://in-tendhost.co.uk/aster/aspx/ProjectManage/654
